Dean: Zhao Lin

    Zhao Lin, Han, born in May 1968is a doctor of technical science, professor and doctoral supervisor of the College of Automation. From April 1992 to September 2001, he was a tutor, lecturer and associate professor successively in the Department of Automatic Control of HEU. From September 2001 to January 2003, he served as a post-doctor in Imperial College London. From January 2003 to January 2005, he worked as the vice dean of graduate school of HEU. From January 2005 to November 2011, he was appointed as the dean of the office of educational administration of HEU. From November 2011 till now, he serves as the dean of the College of Automation.

    Zhao Lin has devoted to the researches on inertial navigation, satellite navigation, integrated navigation, information procession and computer simulation for a long term and published over 150 papers on various magazines and academic conferences both at home and abroad. Now, he undertakes many research projects, including 2 projects of NSFC, 1 project of Huo Yingdong’s fund of young teachers of higher education, 1 project of the doctoral scientific fund under Ministry of Education and 1 project of ship fund. Besides, he has won many awards successively, with 9 ones of scientific progress at national, provincial and ministerial level, and 6 ones of teaching achievements at national and provincial level. He was once selected into “ Outstanding mid-aged experts” under Ministry of Education and the “Project 511” of leaders of talents under science and technology industry of national defense. He was also awarded the title of “outstanding mid-aged experts of science and technology industry of national defense”, “excellent teacher of Heilongjaing Province” and “famous teacher of Heilongjaing Province”. The courses “Marine Navigation and Positioning Systems” and “Satellite Navigation System” he is in charge of are rated the first national bilingual language model teaching course and national elite course respectively.

    Zhao Lin is a senior member of CIE, CSNAME, IEEE and Honorary Fellowship of Royal Society of Navigation. Also, he is a member of the standing committee of Chinese society of teaching of higher education and the society of young scientists of Heilongjiang Province. Besides, he serves as a member of editorial board of many magazines such as “CAAI Transactions on Intelligent Systems” and “Journal of Marine Science and Application”.  


  

Secretary of the Party Committee: Chen Wanhai

   Chen Wanhai takes charge of the overall work of the party committee of the college. He is also responsible for the division work such as the party building, construction of honest administration and spiritual civilization construction; he also presides over congress of teaching and administrative staff as well as staff retirement; he is in charge of work like confidentiality, file management and daily office management; he is the head of the accounting audit of the college; besides the above, he is also responsible for work such as management of public housing, welfare and family planning.

    Chen Wanhai, Han, born in July 1963, is a doctor of technical science and research fellow. Since July 1986, he began to work at Harbin Shipping Engineering College after his graduation from the Department of Electronic Engineering. From July 1986 to July 1988, he worked in the Students Affairs Department. From August 1988 to March 2000, he served as the counselor, secretary of the Youth League and deputy secretary of Party General Branch in the Department of Underwater Acoustic Engineering successively. From April 2000 to June 2014, he worked as the deputy secretary, secretary of Party General Branch and dean of the College of Information and Communication Engineering in HEU. From June 2014 to July 2015, he was the head of the office of assets management committee as well as the general manager of HEU science park Co., Ltd.. From July 2015 till now, he serves as the secretary of the party committee of the College of Automation.

    Chen Wanhai has devoted to long-term studies on marxist theory and ideological and political education on both theory and practice, and accumulated rich practical experience of ideological and political education from teachers and students in universities. He has profound understanding and recognition of the current situation and development tendency of the administration of higher education both at home and abroad. Besides, he published many papers, and presided over and participated in various researches on the administration of higher education both theoretically and practically. He has won many awards, including 2 third prizes of scientific achievements in Heilongjiang Province, 2 prizes of provincial teaching achievements, 2 prizes of provincial teaching and research achievements. Moreover, he is a member of the council of administration of higher education of Chinese society of higher education.


  

Deputy Dean: Zhao Yuxin

    Zhao Yuxin takes charge of the overall work of administration of the college. He is also responsible for the division work such as the planning and development of disciplines and specialties; besides, he is in charge of the setting, appointment and administration of basic academic administrations and posts at different levels; he is responsible for the reform of personnel assignment system, the construction and in-service training of teaching staff; he takes charge of the international cooperation and exchanges as well as financial management of the college; besides the above, he also manages work such as scientific research and exchange, quality system and confidentiality of scientific research.

    Zhao Yuxin, Han, born on March 5th, 1980, is a doctor of technical science, professor and doctoral supervisor of the College of Automation. From July 2001 to August 2013, he was a tutor, lecturer and associate professor of HEU successively. At the same time, he also conducted co-researches at the postdoctoral station of control science and engineering in HIT. From September 2013 till now, he serves as a professor in the College of Automation in HEU. He once visited State University of New York for academic cooperation from September 2004 to January 2005. From March 2012 to March 2013, he carried on co-researches in Imperial College London. From September 2015 till now, he is the deputy dean of the College of Automation and takes charge of relevant work.

    Zhao Yuxin has devoted to researches on the basic theories and key techniques of navigation system of marine vehicles for a long term. He has published more than 60 papers in various magazines and academic conferences both at home and abroad. Besides, he has obtained 15 national invention patents and won 5 scientific prizes in Heilongjiang Province. Now, he undertakes many tasks such as “Project 973” of national defense, national key projects of science and technology, project of NSFC, as well as the advanced researches and key projects of national defense.

    Now, Zhao Yuxin is a member of IAIN and the standing committee of decision-making branch of ORSC. Besides, he is a member of both military oceanography committee of CSO and mission-planning of aircraft committee of unmanned aircraft branch of CSA. And he is also a member of Royal Society of Navigation.


  

Deputy Secretary of the Party Committee: Chen Yan

   Chen Yan takes charge of daily administration, enrollment propaganda and employment of students. Besides, he is also responsible for the work such as propaganda of the college, labor union, Youth League Committee, alumni and scientific and technological innovation of students.

     Chen Yan, Han, born in November 1972, whose native place is Changtu county in Liaoning Province, is a CPC member. He graduated from the specialty of automatic control in the Department of Automatic Control of HEU in July 1996. He is a master of pedagogy and an associate research fellow.

     From July 1996 to July 2001, he worked at the career service office of the bureau of student affairs in HEU. From July 2001 to June 2009, he served as the dean of career service office of the bureau of students recruitment and employment. From June 2009 to September 2016 , he was the deputy secretary of the party committee of the School of Economics and Management. From September 2016 till now, he is the deputy secretary of the party committee of the College of Automation.

    Chen Yan has devoted to the student affairs and employment of undergraduates for a long term, taking charge in the course of career guidance and planning of undergraduates. He has won many honorary titles such as “the advanced individual on undergraduates’ employment of COSTIND”, “the advanced individual on undergraduate’s employment of Heilongjiang Province”, “the excellent CPC member of HEU”, “the excellent party worker of HEU”, “the advanced individual on student affairs of HEU”, “the advanced individual on three aspects of education of HEU” and “the advanced individual on honest administration of party of HEU”.


  

Deputy Dean: Yu Lijun

    Yu Lijun is responsible for the division work of daily administration of the college; he is in charge of the planning and development of experimental teaching demonstration centers as well as the daily administration of laboratories; he is responsible for work such as fixed assets, management of equipment and public housing of the college. Besides, he also takes charge of the archives and security of the college.

    Yu Lijun, Han, born on August 14th, 1975, is a CPC member, doctor of technical science, associate professor and master supervisor of the College of Automation. He began to study in HEU in September 1994 and worked in the university after his graduation in July 1998. From July 1998 to September 2007, he was a tutor, lecturer and associate professor of the College of Automation successively. In the meanwhile, he completed the tasks of the post-doctoral station of instrument science and technology in HEU. He once visited University of Hertfordshire for academic exchanges from April to August in 2006. In January 2011 , he visited the University of Sydney and UTS in Australia for academic communication. In December 2014, he came to CYCU, FCU, NSYSU and NTUT in Taiwan for an academic visit. From April 2007 to September 2016, he was the dean of educational administration office of the College of Automation. From September 2016 till now, he serves as the executive deputy dean of the College of Automation in HEU.

    Yu Lijun has devoted to researches on ship attitude control and advanced control theories for a long term and he is a reviewer of “ Chinese Journal of Ship Research”. He has published more than 40 papers on various magazines and academic conferences both at home and abroad as well as compiled 3 textbooks. Besides, he has won many prizes, including 1 national prize of teaching achievement, 2 provincial prizes of teaching achievement and 1 provincial prize of science and technology. He also has over 20 honorary titles such as “the advanced individual on teachers’ morality in Heilongjiang Province” and “the advanced worker of HEU”.


  

Deputy Dean: Zhang Xiaoyu

    Zhang Xiaoyu is responsible for the division work of teaching management of both undergraduates and postgraduates as well as foreign students and postgraduates in service; he also takes charge of the construction of textbooks, the reform and evaluation of teaching, the studies on higher education and talent cultivation related to international exchanges and cooperation.

    Zhang Xiaoyu, Han, born in March 1971, is a doctor of technical science, professor and doctoral supervisor of the College of Automation. In July 1995, he got the bachelor’s degree of industrial electrification and automation in Harbin University of Science and Technology. In August 1995, he was assigned to Beijing Jianzhong Machinery Factory after graduation. In April 1999, he got the master degree of control theory and its application in HEU. In July 2002, he got doctoral degree of control theory and engineering in HEU. In August 2002, he was assigned to general design department of Second Research Institute of the China Aerospace Science and Industry Group as the chief designer and senior engineer of national missiles. From July 2005 to October 2014, he was an associate professor of the College of Automation. In the meanwhile, he conducted co-researches at post-doctoral station of control science and engineering in HIT. From November 2014 till now, he is a professor of the college. And from September 2016 till now, he serves as the deputy dean of the College of Automation.

    Zhang Xiaoyu devotes to researches mainly on the basic theories and key techniques of aircrafts and underwater vehicles and has long-term relationship of cooperation with many institutions of scientific research such as CASC, CASIC, and CSIC. He has participated in many projects, including national “Project 973”, the research and development of national missiles, and basic scientific research of national defense. Besides, he presided over many programs such as the exploration of weapon equipment, advanced researches on weapon equipment and the natural science fund of Heilongjiang Province. Moreover, he has published over 40 papers on academic magazines and conferences both at home and abroad, more than 30 among which have been included in SCI and EI. He also published 1 academic monograph. He has won one first prize, one second prize and one third prize of scientific progress in Heilongjiang Province.

    Zhang Xiaoyu has been selected in the first-year plan of cultivating young elite teachers in Heilongjiang Province(2006). He is a member of both expert team of advanced researches under the department of naval equipment and CSA. He is also a reviewer of magazines both at home and abroad such as International Journal of Robust and Nonlinear Control, Transactions of the Institute of Measurement and Control, Nonlinear Dynamics, Chinese Journal of Aeronautics and Systems Engineering and Electronics.
